And consequentially does not every person should have a human-rights claim to live in peace? The classic documents do not include any human right to peace. It is only since the concept of three generations of human rights was developed a few decades ago that controversies have developed - mainly among experts, and hardly ever in public - over whether this type of human right exists or ought to exist. Witschen discusses the core issues in the debate from the point of view of legal ethics. Independently of whether or not postulating a human right to peace is justifiable, there is no doubt that a human rights-based approach to peacemaking is promising.
